Beauty of this scene is that you can read it in two ways. A) Either level 5.5 is "a paradise" that allows people an escape and respite from the torments of other layers, each modelled after different mythical "hell". Or B) it is a place where promise of carnality and confusion deludes people into staying inside their prison of fantasy, abandoning desire of leaving altogether, instead of seeking out the real world outside. So while masquerading as a piece of paradise, it really is hell just like the other layers and benefits the WG. Only Luffy's arrival shakes the people free from their self-serving lifestyle and releases them from false promise of hedonism.

This plan is never a solution. If there's no logistics there won't be wars? Why not tell that to those warmongering veterans how it truly began? Fucking hell Einstein predicted WW4 to be fought with sticks and stones even though he had no idea what WW3 will be like. Koko's plan is not a solution at all, it's nothing more than a band aid to a .50 cal gunshot wound. Delaying it by 5 years would've been really stretching it, let alone 100 years. Koko underestimated what the resolve of an ambitious man can achieve. And there are millions of them out there that Koko would never know of realistically. But I suppose this is a fictitious anime so no point in overthinking an absurd plan that's plain stupid. Or I too would be just as stupid as the author who wrote this stupid ending for this series that could've been so much more.
